Thomas Howard, Jr., Ed.D.
Executive Director, Dr. Thomas Howard, oversees the Harbor’s operations and educational programs. He began his career as a music educator in 1980 and broadened his intellectual impact on students as an elementary schoolteacher in the 1990s. As a teacher, Dr. Howard was credited with deploying an interdisciplinary curriculum that influenced students’ understanding of subject matter at greater depths of comprehension.
In 1998, Dr. Howard became principal at a charter school in New Jersey focused on math, science, and technology. In 2001, he was assigned to one of Burlington, New Jersey’s lowest performing public schools. Under Dr. Howard’s guidance, this school made Adequate Yearly Progress (AYP) for three consecutive years.
In 2006, the New Jersey Association of School Psychologists recognized Dr. Howard’s dedication to the field of education and awarded him its Educator of the Year Award.
Dr. Howard received his Master’s degree in Education Administration from Rider University and earned his Doctorate in Educational Leadership from Nova Southeastern University. He is a member of the Board of Boys & Girls Harbor and of the National Principals Leadership Institute.
Quality Assurance and Contract Compliance Manager
Leonie Gordon is the Harbor’s Quality Assurance and Contract Compliance Manager. In this capacity, she monitors programs and contracts with government agencies to ensure that the Harbor is meeting all contractual obligations.
She received her BA from Wheaton College; and her MA, Health Policy and Management, from NYU.

Jane Lindberg has held various positions in the Harbor’s Development Department, rising to Development Manager. She is responsible for cultivating, securing, and maintaining private and public funding for programs and for general operations.
She received a BA in English Literature and a BA in Theatre, Magna cum Laude, from the State University College at Oswego.
“Raising revenue to enable the Harbor to succeed in its mission helps hundreds of children and families to succeed as well. This work is a source of great professional and personal satisfaction; my life is enhanced because of it.”
Performing Arts Director
Chloe McMillan is the Harbor’s Performing Arts Director. She oversees all of the programs and classes of the Harbor Performing Arts Academy. Chloe also leads the Harbor’s Elite Ensemble.
A professional choreographer and former Department of Education teacher, she received the BS from Plattsburgh State University and the MA in Education from Brooklyn College.

Human Resource Manager
Barbara Pankey is the Harbor’s Human Resource Manager. She oversees employee relations and benefits administration and is responsible for recruitment, payroll administration, and annual performance reviews.

Communications Coordinator and Executive Assistant
Miguel Sanchez is the Harbor’s Communications Coordinator and Executive Assistant to the Executive Director.
In his role as Communications Coordinator, Miguel manages our social media; maintains and grows our email list; and creates on line ads. As Executive Assistant to Dr. Howard, Miguel manages his calendar and provides a wide range of administrative support.
Mr. Sanchez earned his Bachelor of Arts degree in Journalism and Communications Studies at Baruch College.

Chief Financial Officer
Amorel Sheppard has held several positions in the Harbor’s Finance Department, rising to Chief Financial Officer.
She holds a Master of Science in Accounting and Management from Walden University and an MBA from Empire State College.
Over the years at the Harbor, she has enjoyed a unique, birds-eye view. She has watched both the organization grow and her children flourish.

Director of After School and Summer School Programs
Vanessa Taylor has held several positions in the Harbor’s educational programs and now serves as the as Director of the Harbor’s After School and Summer School Programs. She supervises teaching and administrative staff and coordinates a rich selection of curricular options for school-age students, year-round.
She received her Bachelor of Science degree in Elementary Education from Bernard M. Baruch College.
